The water environment in the townships, which is particularly concerned with the living environment of thousands of households, is deteriorating day by day, while the sewage treatment infrastructure is seriously insufficient, which seriously hinders the sustainable and stable development of the city.
 
According to the requirements of the "Interim Regulations on the Prevention and Control of Pollution in the Huaihe River Basin" issued by the State Council, the first-phase project of the urban sewage treatment plant with a daily treatment capacity of 30,000 m3 was put into operation in 2000. However, with the rapid development of urban economy, the importance of environmental protection is becoming increasingly important. Especially in recent years, with the continuous increase of urban population and rapid industrial development, urban sewage has also increased, which has exceeded the treatment capacity of the first phase of the project. Some industrial wastewater and domestic sewage are still discharged into nearby pits and irrigation canals without any treatment. into the Shaying River. According to the prediction of the overall urban planning, the urban population will be 400,000 in the near term (2015) and 500,000 in the long term (2020), and the corresponding sewage discharge will be 60,000 m3/d and 120,000 m3/d, respectively. If the sewage is discharged into the nearby river, it will not only hinder the environmental sanitation and city appearance of the city, but also pollute the main stream of the Shaying River and the Huai River, causing great harm to the regional water environment. With the growth of urban population, the expansion of scale and the improvement of people's living standards, the total amount of urban sewage discharge will continue to increase, and the imperfect drainage facilities will inevitably lead to residents unable to live and work in peace and contentment, damage the environment for attracting investment, and restrict the sustainability of urban society and economy. developing.
 
The second-phase project of Xiangcheng Sewage Treatment Plant is located in the southeast of Xiangcheng City, east of Chengdong Road in the Industrial Park. The east and north sides are adjacent to the west and south walls of the first-phase project of sewage treatment plant. The plant site is located in the downstream of the water collection service area and is relatively close to the discharge water body. The infrastructure such as transportation and electricity is relatively complete, and the topography of the plant site is flat. The treatment scale of the second-phase project of Xiangcheng Sewage Treatment Plant is 30,000m3/d, and the variation is Kz=1.43. The quality of the effluent reaches the Class A standard of "Pollutant Discharge Standards for Urban Sewage Treatment Plants" (GB18918-2002).
The treatment process of the sewage treatment plant adopts the process of "pretreatment + C-Orbel oxidation ditch + advanced treatment". After the tail water is disinfected with chlorine dioxide, part of the gravity flow is discharged into the forward ditch, and the other part is reused as the cooling water of the power plant to the water point; The sludge treatment process adopts "sludge thickening + belt dehydrator" treatment and then transports it out for disposal.
 
The total investment of the second-phase urban sewage treatment project (30,000m3/d) is 74.4688 million yuan, of which the cost of the plant area is 57.6067 million yuan; the second part of the cost: 11.6022 million yuan; the project preparation cost: 4.8446 million yuan: 415,300 yuan. The unit operating cost of the sewage treatment plant is 0.70 yuan/m3 of sewage; the total cost per unit of treated water is 1.14 yuan/m3 of sewage.
